Voldemort gives the order, but Wormtail does the killing.  With Voldemort's wand.  Wormtail left his wand back with his finger when Sirius was framed.

That's something I've been pondering for quite some time now. I wonder if it is possible that when they were doing magic to give Voldemort a temporary body that he shared a bit of his power with Wormtail?  Only for his own good, of course.

That is a real mystery.  Either someone else was with Voldemort and picked up the wand after he was ripped from his body by the curse that failed, or Hagrid or Sirius or somebody picked it up, put it someplace for safe keeping which I doubt, because if I'd have found it I'd have crushed it into a million pieces.  Which may not have been a very good idea, because then he would've used some other wand on Harry and it wouldn've clashed and so on.
