I have one huge problem with this theory. In the first chapter of 
PS/SS Vernon sees several 'strangely dressed' people in cloaks and 
the thinks they must be collecting for something. It never occurs to 
him that they could be wizards. Later he overhears some of them 
talking and he only connects the with the wizarding world when he 
hears them mention the Potters and their son Harry. You would think 
that he would recognize wizards as such if he were raised amongst 
them. And Marge seems as Muggle as Vernon.
