No, Dudley didn't see them.  Harry shouts "You're running toward them!"  No 
one would do that if they could see the Dementors.  Dudley felt them, and we 
already knew from PoA that Muggles can feel their effects even if they can't see 
them.
Ba, both abashed and pleased as starter of the top 150 predictions list that 
very few of them came true!  JKR wins again...
