Well, at least we know now who the three people were on the back 
cover spoiler.  That was driving me NUTS!

Tom replies:
I agree with your assessment of the three in the picture inside the 
book, but think that the three on the back cover were Tonks, 
Mundungus and Moody, because the guy-in-question on the back cover 
looks much older than the man on the inside illustration.
