The veil is most definatley a euphamism for death, and I would go one 
step further to suggest it is even a physical manifestation of death, 
this is the Department of Mysteries after all!  Don't forget Harry 
was not the only person sensitive to this, Luna too could hear the 
voices behind the veil. She might be loopy, but she is very sensitive 
to subtle things.

What angered me most about Sirius' death scene is that fact that he 
fell through the veil, Bellatrix didn't actually kill him with a 
curse. Had he simply landed on the dais he would not be dead. I think 
this explains Lupin's resigned acceptance of his death - there was no 
in between - he had simply gone, in a very physical sense, beyond the 
veil.
