Just so I can get rid of this nasty rash, I've been encouraging 
myself to buy into Fudge's dodgey explanation to Harry as to why he 
didn't ding him for Marge-inflation in PoA. 

To wit: non-enforcement of the Reasonable Restiction of Underage 
Sorcery (or any other law) bears a direct correlation to ones having 
a positive Fudge-Factor(hereinafter "FF"); or, what are these little 
technicalities when you're buds with the Man?  

(Maybe he just didn't know Harry well enough when the CoS pudding 
hit the fan? Ouch, Something's pinching.) 

One could extend this, I suppose (where is the calamine?), to 
unforgivable curses. It would at least explain why low-FF Harry is 
in big trouble for the perfectly legal Patronus, and high-FF Harry 
can do unforgiveable curses--at least on Death Eaters--with 
impunity.  

But, even if Fudge truly adores Harry now (footage on cutting room 
floor: "Harry was reaching for the portkey, and suddenly Fudge was 
there.  He was much too close. Harry could see every tear clinging 
to his eyelashes . . .") what about that wretched Umbridge?
She was well into cursing Harry before Hermione interrupted 
(OoP 747).  Surely there's a statute against attempting 
unforgivable curses.  And yet, after all she did, including the 
attempted Cruciatus on Harry, they just give her a nice lie-about in 
the hospital wing until she's ready to take french leave.  

Oh, there you go, now I've scratched it and I'll be up all night.

Speaking of curses, what about that "unblockable" Avada Kedavra 
thingy? Totally unblockable . . . except if you: 1) are a "fatal 
child" protected by his mother's love, 2) are owner of a "brother" 
wand, 3) are so slow you can be jinxed while you're saying it, 4) 
have a handy phoenix friend to take the hit, or 5) can bung statues, 
or parts thereof, at it. 

Hey, this is no simple rash, someone's put Wartcap powder in my 
book!
