If it's literal, then I think the OotP members would probably kidnap 
Petunia and keep her at Hogwarts all year... :-)

The flaw that I see in this is that if Voldemort thinks about it, he 
can take away the "safe house" pretty easily.  He simply needs to 
kill Petunia and probably Dudley.  The book has been passed along to 
another member of the family, but I think there was a part in there 
that said something about Lily's blood ties being the key... so 
really, if the Dursleys move to a new house, it would still be 
the "safe house" for Harry.  If Petunia (Lily's sister) and Petunia's 
son are dead, there is no blood relative.  I thought we might get be 
getting some foreshadowing of this coming with the whole dementor 
scene at the beginning.
