Reference: but not just to The Matrix.

Pop culture references include the Police Phone Box time machine in 
the long running British TV series 'Dr Who', Superman and his phone 
box changing rooms, 'Bill and Ted', etc, etc, etc.

I suspect that The Matrix itself was referring to some of those 
things. You want to save the world? Use a phone box.

What I wonder is: is the Ministry entry system programmed to detect 
sincerity? So Harry and Co. get in because they announce that it's 
an emergency rescue mission and the Female Voice Entry System 
detects that they are sincere. They are then allowed in because it 
comes under the 'emergency' category.
