I think we ought to remember when speculating about the "Evans" kid 
that Dumbledore states in canon that Petunia and Dudley are Lily's 
only other living blood relatives. I agree JKR does everything for a 
reason (unless it's a mistake, like the wand order in GOF) but she 
also throws out red herrings too. :)
