I think one needs to note that the merits of intelligence are simply 
as one defines oneself vs. ones actual intelligence itself.  

Harry Potter could have been in Ravenclaw, "not a bad mind"

And Percy by all straights could have been in Ravenclaw as well as 
Hermione (who was probably a close shave).  In fact one would note 
that Ron is a very intelligent young man (plays Chess as a master and 
is very intuitive)

I think a key point of Ravenclaws is that they define their minds 
above the other attributes that the rest of the Houses do.  They're 
intellectuals not just intelligent.

Luna defines herself by the quest for Knowledge, its just very 
strange knowledge that she quests for.

Celdric would have made an excellent Gryffindor but he obviously 
stressed above courage day to day social kindness and friendliness.

Since intelligence is possessed in abundance by many in the Houses 
(Hermione, Draco, Snape, Dumbledore)

Its a key point that one simply can't point at Academics and say "Yes 
your in Ravenclaw"
