It really doesn't say that only those that the prophesy concerns can 
_touch_ it, but that only such a person can _retrieve_ it from the 
DoM.  After all, the DE's keep ordering Harry to hand it over.  It 
was my understanding that once it left the shelf (or the room, not 
sure) that anyone could touch it.
