Only the person the prophecy is about may lift it from the shelf.  
This is a spell the ministry put on the prophecies so that they would 
be safe.  The prophecy itself can be handled by anyone once it's 
removed from the shelf - which is why Lucius Malfoy was there to 
retrieve it.
