My thought on the limitedness of the DA was that they were trying to 
do this in secret.  I think that they were doing their best to 
prevent Umbridge from finding out.  I mean there were really only 
two people that were suspect from the beginning, Cho's friend and 
that boy who was rude.  Everyone else we could be pretty sure would 
not betray the kids.  The whole endeavor was really pretty 
dangerous, so they couldn't really involve a lot of unknowns.  Plus 
if they spread the word too much, Malfoy would be bound to find out, 
since he is such a nosy git.
