Or maybe the incident at the Shrieking Shack eroded Lupin's 
confidence (or opened his eyes) such that he bowed out of the 
Prefects program before final year?  Maybe it hit home with him the 
defects of character that prevented him from doing the right thing 
v/v his friends, Snape etc?  Or maybe it was a condition of Snape's 
silence on the matter of Lupin's Lycanthropy - that Lupin not become 
HB?  Or maybe it was deemed (by Lupin, McGonnagal or Dumbledore) to 
be too dangerous for Lupin to be in such a sensitive position?  OR, 
maybe it was just too much work, being HB as well as missing several 
days a month due to his illness.  Or maybe it rendered him 
unsuitable.  Maybe because of the high profile of HB, it would have 
been very difficult to have kept his Lycanthropy a secret.
