Merpeople and Centaurs are both listed as "beasts", having 
refused "being" status.  A footnote in the introduction to Magical 
Beasts (found on p. xiii in the British edition) reads, "The 
centaurs objected to some of the creatures with whom they were asked 
to share 'being' status, such as hags and vampires, and declared that 
they would manage their own affairs seperately from wizards.  A 
year later the merpeople made the same request.  The Ministry of 
Magic accepted their demands reluctantly."  The footnote to the entry 
for "Centaur" (p. 6) reads, "The centaur . . . should be treated 
with great respect.  The same applies to merpeople and unicorns."  
The entry also says that centaurs are almost as distrustful as 
magical people as they are of muggles.  Entries for both centaur and 
merpeople say that neither culture is understood well by wizards.
