This is further defended by the fact that no-one thought of fixing 
Ron's wand during CoS with a similar spell. Ron tried to fix it with 
spello-tape, with dreadful results, and his accidents become common 
enough that some of his brothers should've noticed it. Percy in 
particular springs to mind as the appropiate one to have used the 
reparo spell on Ron's wand. But it seems that broken wands cannot be 
fixed, new ones need be bought. So, in general, objects can be fixed 
but magic cannot and has to be recasted.
