Me now:
I may need to reread my OoP, but I thought it was stated that what
Harry was seeing was OWLS, it was the great hall and the tables were
set up the same as they later were for his OWLS. Unless the rules
have change since James et. all where in school OWLS were clearly
taken the whole year at a time regardless of house (Harry was called
with Pansy Parkinson and both Patil girls). That would make sense
because they are proctored by someone from the Ministry so you
wouldn't want to waste there time. So if Flitwick was proctoring he
was not a teacher at that time but working for the ministry. Of
course the current lady proctor said she had given Dumbledore his
OWLS (WOW! she's old) so where was she?
