I think it was probably because he didn't think anyone, even Dudley, 
deserved Dementors. 

That said, one of the things I am hoping to see before the series is 
over is some kind of reconciliation between Harry and the Dursleys.  
I saw a start on that with Petunia's reaction to the news of 
Voldemort's return, the way she looked at Harry.  I think deep down 
the Dursleys wouldn't really want Harry to die, and Harry did save 
Dudley's life. Dudley didn't understand it at the time, but I'm 
hoping a year to reflect on what happened might change his attitude a 
little.
