Yes, that's exactly how it works: only the people the prophecy is about
can take it off the shelf and activate it. But it is not a clumsy
device. You put a spell so only the people involved can listen to the
prophecy, what spell should it be? Isn't it enough one that simply
stops any other from picking it up? I think so, at least.
Besides, Neville didn't *hold* the prophecy, just hit it, and we know
form the DA counterattack that the speheres can be pushed off the
shelves... if you don't mind them breaking.
