I assumed that you get one OWL for the written test, and one on the 
practical.  If DADA had 2, HIstory had a one part test, Transfig had a two part, Astronomy had a two parts, as well as charms and potions, Divination had a two part and CoMC had a two part... That a highest possible score of 15.... I would assume a OWL was only awarded to a "o" or maybe even "o" and "e"...

If you can only possibly get 15.... One would think that a 8/9 is probably 
avarage.   Seeing as everyone seems to cap off at 12, that would make 10-11 for smart ravenclaw typed people, and 12 and above as amazing.  Hermione probably got a 14 or 15 tho.  You know it.
