If 'of wizarding age' is 17 yrs old that would make the choice of age 
limit for the goblet make sense wouldn't it. I always kinda wondered 
why Dumbledore picked that age, but if that is 'of age' which we will 
probably have to assume given the facts in OoP, then anyone who was 
supposed to participate in the tournament was an 'adult' no liability.
