Well, house-elves are "loyal to one family AND ONE HOUSE".  Does this 
maybe mean that since Mrs. Black and the house are still very much 
present, he'll still be at 12 Grimmauld Place?

Wouldn't it be wild if Harry inherits the house as Sirius' godson?  
Sirius crossed his t's and dotted his i's when it came to making sure 
Harry had a permission slip to go to Hogsmeade, maybe he made 
arrangements to keep the house in Harry's (and by extension, the 
Order's) hands.
