I don't have answers to a lot of your questions/ thoughts (I'm as
confused about the veil as you; is Sirius dead or not, and if also is
he rescuable by the wizards studying death?) but the way I read the
prophecy was to take "live" in a less literal sense. The way I read
it one of them must die for the other to live a proper, individual
life. Even in earlier books Harry cannot be said to have lived a
normal life, even for a wizard, and in OOP he becomes extremely
psychologically traumatized and disturbed. Also, with HP and V's
link, they are almost living as one (or 1.5?) entity. I therefore
took the prophecy to mean that only when one of them is destroyed,
can the other live a full life. Perhaps this half-life is
demonstrated in Harry's inability to create a relationship with Cho
when both are attracted to each other, and his tendency (also in
earlier books) to go mad at his best friends, even to the stage of
completely estranging Ron in.. (which one was it). Maybe its just
because hes a teenager, but I can't help feeling it's extended by
Harry's part-life.

Another explanation/theory/random thought is that when Voldemort
cursed Harry and the curse rebounded, "life force" was taken from
him, but because they are now linked both are sharing Harry's; only
when one dies can the other live as a complete person.
