Well, I think it's more that we don't often see any context where 
there would be children, since most of the time the kids are at 
Hogwarts, where everyone is 11 and up. At the World Cup in GoF there 
is mention of young wizards -- a girl with a toy broom, a boy 
enlarging a slug... 
So I think it's more that we just dont have many characters at a 
childbreaing point in their lives. Yet. (Yes, I noticed Bill and 
Fleur.)
