Yes, well, problem there is though Neville is psychologically scarred, or marked, it wasn't caused by Voldemort himself, but by what the DE did to his parents--after Voldemort was gone. As far as we know.
I think that yes, if Voldemort had gone after Neville first he may have ended up being "the one." But he didn't, that's over, Harry's marked, no way to unmark him, so that is that. It is either he that kills Voldemort or Voldemort kills him. The latter is highly unlikely, as it would completely do away with the series "good over evil" theme. And quite frankly, if Neville ends up being "the one" these books will be a big disappointment. I really, really don't think JKR would've chosen to write a series of books entitled "Harry Potter and the ____" if it all ends with Neville saving the day.
For the record, am I the only person who reads the prophecy with the word "either" being a pronoun? "Or" is not missing from the wording because "or" is only necessary when the word "either" is used as a conjunction. In this case it is a pronoun referring back to the previous two people spoken about. In this case "the dark lord" OR "him/the one." I put an OR in there because the definition of either (as a prounoun) is any one of two. It doesn't suddenly mean the same thing as both. They are NOT the same words.
Also, in regards to the sorting hat song, it describes Hufflepuff as basically taking everyone else--does that mean Hufflepuff may have more students than other houses?
One more thing, anyone else thing "Remember my last, Petunia!" means way more than what Dumbledore explained to Harry?
