I must disagree.  I'm a bit unclear on this, but doesn't the MINISTRY 
place the enchantment on the bubble that makes people go mad if it's 
not their prophecy?  (I believe they do it as a defense mechanism)  
If so, if the Ministry makes a mistake (i.e., thinks the prophecy is 
about the wrong person) then it could still drive a person mad even 
if they were the one originally named.
