Since her father is the editor of a wizard magazine, I think it's 
safe to assume he's a wizard.  On p. 760 (Br. ed) Luna mentions her 
mother was a witch.  Also, in GoF, I believe the Lovegoods are 
mentioned at the portkey scene as the Diggorys and Weazleys and Harry 
and Hermione are going to the World Cup.
