I believe that is what the intent is. The prophecy is
labeled "Dark Lord and (?) Harry Potter" (pg 780 US),
indicating that they weren't sure it referred to
Harry, or whether Harry was the only person that it
could refer to. On page 842 of the US edition,
Dumbledore reveals that the requirements of a child
"born to those who have thrice defied [the Dark Lord],
born as the seventh month dies" are fulfilled by him
or Neville. 

But things take an interesting turn when we get to the
next part, "The Dark Lord will mark him as his equal,
but he will have power the Dark Lord knows not."
Dumbledore also says on page 842 that Voldemort chose
Harry as his equal. 

"...Voldemort himself would 'mark him as his equal'.
And so he did, Harry. He chose you, not Neville. He
gave you the scar that has proved both blessing and
curse." I would say that the power that Voldemort
didn't know about was the protection of Lily's love.
