The thing is, it's not a matter of *Harry* deciding on whether a 
place is his home or not. It's a matter of his blood-relative 
accepting him, and thereby providing him with a home. What makes a 
place home, in other words, is the willingness of the relative to 
provide a home for Harry. At least, that's how I understood 
Dubmbledore's explanation.
