The "veil" is traditionally the gateway to death (or doorway between life and death) in literature/mythology, etc. (John Taylor wrote, "While we are mourning the loss of our friend, others are rejoicing to meet him behind the veil.")   Most children wouldn't necessarily recognize the symbolism, tho, I agree.   Percy Blysshe Shelley  wrote: "Death is the veil which those who live call life: They sleep, and it is lifted."  Considering what Sirius' "life" was like, I can imagine JKR purposfully choosing this symbol - his death is a relief (a lifting) from his life.
