It is not confirmed ironclad that Riddle was a Slytherin, although it 
seems to be a very good assumption. Both CoS the Movie and the 
Lexicon show Tom Riddle in Slytherin robes, but the actual books 
don't specifically say.

Now, it is a very good guess, given his affinity for Salazar.

If he is a Slyth, I think the main justification is that his blood 
relation to Salazar and his hatred of all things Muggle made him 
acceptable. And it is possible that Salazar is able to hold his nose 
and pick half-bloods that suit his needs (although total Muggle-borns 
would be out of the question.)
