Unless Fudge has a change of heart, I was under the impression that 
the only evidence for Sirius' innocence was evidence that Pettigrew 
was still alive.

As I posted earlier, I don't think the Order is completely "secret" - 
even if its HQ is, Pettigrew has had plenty of time to tell Lord V 
that he used to belong to a group of wizards dedicated to fighting 
him...

btw, reponses to other posts:

custom to cover photos of the deceased with a black veil.
