Well, you got a point, prophecies aren't really explained, it is kind 
of assumed that we need to believe them, at least Dumbledore does.  
And the marking part of the prophecy has already been fulfilled; 
Voldemort also has been vanquished once by that exact same marking 
that rebounded on him.  All points to that prophecies are something 
in high esteem in the Wizarding World, also the fact that they keep 
them in the Department of Mysteries.  Even Voldemort thinks it is 
very important - he makes it a big project to get it.

Voldemort is not impotent; he is gathering his forces.  He already 
got a great discord stirred up between Hogwarts and the Ministry; he 
got his death eaters freed and the dementors on his side; also the 
giants.  There are hints that the goblins are not too pleased with 
the Ministry and may leave any time they get a better offer.  Azkaban 
is not safe any more; Harry acknowledges the Death Eaters will 
probably be freed very soon.
