Because he wasn't.  Because he wasn't bad or cruel or a bully to 
those in the house.  If you look at Kreacher's mutterings, it sounds 
as though the only way to make him...er..happy(not sure he can be 
happy), would have been for Sirius to have kicked out the Order.  
Kreacher objects to: The Weasley's, since they are "old blood 
traitors"; Lupin, since he's a werewolf; Tonks, since she is a Black 
but *gasp of horror!* is a half-blood... and more, I'm sure.  But 
these are the ones I found with a quick browsing.

In fact, looking at Kreacher's mutterings, I don't think Sirius could 
have done anything to make him feel *any* loyalty to Sirius.  Quoting 
Kreacher: "Master is not fit to wipe the slime from his mother's 
boots, oh my poor Mistress, what would she say if she saw Kreacher 
serving him, how she hated him, what a disappointment he was-"  Then 
there's the fact that for months, Kreacher was taking orders from 
Narcissa.  Really don't see how Sirius could have changed the elf's 
opinion of him...

I really hope the Order either moves or gets rid of that house elf, 
since he has no loyalty to any of them- but more to Bellatrix and 
Narcissa, who are supporters of Voldemort.  And that's very 
dangerous, if you ask me...
