AHA also!  Sirius had yet *another* brother: a twin brother, and a "squid" 
at that, who wanted to remain in the wizarding world, but had to find a 
profession that didn't involve magic.  So he became a lead singer!  His 
family, disgusted at his squibness, disowned him (burning his name off the 
tapestry) and he changed his name and broke away from them all.

However, he still had a lingering fondness for Sirius, and when Sirius 
contacted him and asked him to "sit in" OOP HQ for a while so that Sirius 
could get some air, Stubby agreed.  Fame had left him somewhat tired and 
besides, that woman in the Quibbler article was pursuing him--hiding out in 
a Secret-Kept building seemed like a good idea.

Although Sirius briefed him on how to behave, it was difficult for him to 
act exactly like him--thus the difference in "Sirius'" character in GoF and 
OOP.  Whenever he felt as if he were about to be discovered, he would 
retreat upstairs with Buckbeak, knowing that the others were enough afraid 
of the hippogriff that they would leave him alone.  However, Stubby was good 
at heart like Sirius, and when he found that Harry was in danger, he went 
bolting off to rescue him just as Sirius would have.

There you have it!

No?  Well...er...seriously, then (pun intended) when it was mentioned that 
Sirius' mood improved to the point that he went around singing Christmas 
carols, Stubby was the first person that popped into my head!  Wonder if any 
more will come of that.  As has been pointed out many times, in JKR's world 
there is no such thing as a meaningless reference to another character.
