And me:
My take is that it's a delaying tactic.  Dumbledore understands that Voldemort wants to get this piece of information to plan his attack.  Remember, the general public does not know that Voldemort has returned.  Voldemort is trying to plan his attack to retake control and since the partial prophecy seemed key to his downfall, the full prophecy may be the key to his return.  As for Dumbledore, I don't think he was so much afraid of Voldemort getting the prophect as much as he was a) opposed to allowing Voldemort to do anything, and b) wanting to delay Voldemort on anything as long as possible.  The longer Voldemort's plans are delayed, the more likely it is that people will come to realize the truth before those plans are fully implemented.
