I don't know why no one else seems to have figured this out yet, but
I'm nearly positive that the veil is DEATH itself. Here's why:
After Voldemort flees, when Dumbledore is talking to Fudge in the
atrium, he says there are Death Eaters tied up in the "Death Chamber"
The dept. of Mysteries contains things like the mysteries of Time
(the bell jar), Love (the locked room), and the Human Mind (the
brains). I think the Veil is the mystery of Death.
Therefore, I'm pretty sure that Bellatrix hit Sirius with a stunning
spell or something along those lines, and it was just the force of it
that knocked him off balance and made him fall through the veil. It
was passing through the veil that killed him, not the spell itself.
I think Harry and Luna's ability to hear the voices behind it is
related to their ability to see the Thestrals.
