Valky's thoughts:
Perhaps this is why Fudge and his aurors were alerted to the 
ministry. Sirius must have been announced at the door when they 
arrived to enter the MOM. Alas, another risk dear Sirius took to 
come to the aid of Harry.
However a small army of known Azkaban escapees entered the MoM in 
the hours previous, not so sure how that happened under his nose.
Still, we know that Fudges big target of interest was Sirius so 
perhaps all alerts were primed to detect Black only.
