OoP - Is the veil more than what it appears to be?

Okay, I had a strange thought about that darned black veil.  Of 
course, as there are about 100 posts an hour, I can't catch 'em all, 
so please excuse me if I am not original here.

Before I get to my idea, I have to say that I understand why so many 
people want Sirius to not really be dead, but he really is dead.  
Didn't JKR herself say that OoP contained a death that would "crucify" 
her to write?  If she felt that strongly, it must mean that that 
character is gone for good.

My idea: I haven't yet had a chance to re read the whole dueling at 
the MoM chapter, but that black veil is one strange thing.  While 
reading OoP, I have been referring to "Fantastic Beasts" quite often 
and one "beast" I found particularly disturbing was the lethifold.  In 
fact, it is described in quite a bit of detail, much more so than many 
of the other beasts in the book.  Not only that, but apparently, the 
lethifold looks like "a black cloak" and the witness said it 
"resembled nothing so much as a rippling black cape".  Sounds a little 
like a black veil, doesn't it?  If the black veil is somehow alive, 
then that convinces me even more that Sirius is not coming back - no 
way, no how, because the lethifold devours its victims, leaving no 
trace behind.

The only thing I can't reconcile is the whispering voices heard beyond 
the veil.
