OoP: OWL/NEWT Question

What are they going to do their seventh year?  If OWLs are fifth year and 
NEWTs are sixth year, what is the point of seventh year at all?  I've been trying 
to figure it out since I read OoP.  Is it more of an independent study year?  
Do they focus more on subjects they'll need for their careers?  Sorry if this 
has been asked, but as everyone else in the group, I'm swamped with e-mails 
and I'm deleting half of them without even looking at them (unless they're 
about Snape, in which case I read them!).
