In POA (US p. 44) Fudge tells Harry that the Dursleys are "prepared 
to take [him] back next summer". Just a thought, but Dumbledore 
might have had to re-remind them then of their bond. Perhaps this 
could be "the last" referred to in the Howler. Someone had obviously 
communicated to them for Fudge to know that they were prepared to 
take Harry back.
