Her family is mentioned in the beginning of GoF, when they are at the
Portkey to go to the Quidditch World Cup and Mr. Diggory says that
the Lovegoods have been there for a week, so they don't need to wait
for them. So apparently Luna's family lives somewhere near the
Weasley's, "near" being a relative term.
As to why we haven't seen Luna before, the books are written from
Harry's perspective. He missed the sorting for Ginny and Luna's year,
so he wouldn't have seen Luna then. She's in Ravenclaw, and the only
students he knows from other houses are those in his same year that
he has classes with, those who play Quidditch, or otherwise are known
to the school at large for some reason. Ginny would have classes with
Luna, so it makes sense that she knows her, but Harry hasn't had any
reason before this to cross paths with her and remember her.
