I think it most likely that she considered Binns the ideal teacher, dull, predictable, conventional, the most unlikely to stir students into a state of rebellion or teach them anything that would challenge the status quo.  Frankly, I think Binns would probably have been her favorite.  She's such a loathsome, despicable, monstrous, mad, power-hungry toad and a deadly dull, incompetent evil teacher to boot.
