But in the part of my post that you snipped, I also suggested it
would be possible to get wands in other parts of the world. At the
end of PoA and during part of GoF, Sirius was travelling. Couldn't
he have picked one up during his journey?
Of course, I also think it possible that your suggestion is correct,
about getting it on a black market - but it's also possible that the
source for black market wands is actually a foreign wand shop.
