I'd always thought that was because it was essentially headed by DD, and one of his personal motifs seems to be Fawkes. Plus in an abstract way, wars tend to leave a lot of destruction, ie ashes, and phoenix's are famed for rising from ashes... An order designed to disrupt and destroy VM could well be seen as the phoenix (of the good wizarding world) rising from the flames (caused by the bad). That's my take anyways.

Personally thought that this had a lot to do with the aftereffects of the curse backfiring on VM, ie implanting many of VM's characteristics in Harry... If wands choose the wizard by identifying characteristics then VM's 'wand brother' was always going to choose Harry.. In any case the prophecy appears to be (to me) that "evil will destroy itself" - even if it is far in the future... VM's actions will have doomed himself (if we get a happy ending :) - but this brings up an interesting question... What if VM's interloper had heard all of Trelawney's prophecy, and had told VM about the second, and obviously more important, bit of it. What was there that VM could have done? Chosen the boy likely to be least powerful? Not likely as he would have realised that in choosing one of the boys he was making his enemy... Maybe trying to kill them with the non-magical means that all wizards seem to avoid with such vehemence would have worked? But the prophecy leaves VM in kind of a hard place to act from - unless he would choose to act in the way that he did, and then have someone on hand to finish his work and kill the child he'd picked? I think I'm working myself into a circle here :)
