this may just be me overinterpreting but i did notice this little quote
 
"Dudley gave a harsh bark of laughter then adopted a high-pitched whimpering voice. 'Don't kill Cedric! Don't kill Cedric! Who's Cedric, your boyfriend?'" pg 15
 
I am not gay but i am an advocate of homosexuality and although this is a miniscule step, i feel that JKR is saying that we should be more warying of these comments.  Since it doesn't pertain to Harry he just predictably brushes it off.  it seems like a nominal thing, but IMO it's a great acheivement.
