Would you want to come forward to someone like Fudge if you were in 
Sirius's position?  He'd be likely to whip out a dementor the moment 
he saw Sirius.  Sirius has already experienced being sent to jail 
without a trial; I'm sure he's extremely reluctant to risk that again 
by approaching a moron like Fudge.  It took a lot of guts for Snape to 
admit to Fudge that he was once a DE, especially since Fudge's 
reaction to Dumbledore in GoF and for most of OoP was unpleasant, to 
say the least.
