I think part of the reason we get Tonks is that, at the end of GoF,
we were thinking that Arabella Figg was part of the Order. Then
either the editors, Warner Bros or JKR thought, "Hmm, we already have
one old witch character. We dont need another one. Let's get some
character that is young and cool." And so Tonks was born.
I think part of the metamorphagous-thing was that the overall theme
of the book was about trust/truth - what you can believe and what you
cant, and how you know things. Tonks shows us (similar to how the
polyjuice potion in CoS showed that you can change your appearence
but it doesnt change who you are) that there are those whose
appearence can be decieving, and not represent their true selves.
