Methinks:
The sorting hat puts students in 1 of the 4 houses based on the most 
prominent strength of the person being sorted.  Strength may be the 
work word. Example, Look at how brainy Hermione is: why wasn't she 
sorted into Ravenclaw...She is braver than she is smart.  Why wasn't 
Neville sorted into Hufflepuff as previously he has been so meek 
shy.  The sorting hat saw his bravery even though no one has seen it 
till now!
