You could be right. But we have no evidence of Mrs. Figg being able 
to communicate with her cats. Mrs. Norris is most probably a Kneazle 
and we know Crookshanks is part Kneazle. Crookshanks was able to 
communicate with Sirius in PoA so I think that Filch can communicate 
with Mrs. Norris just because she is a Kneazle.
